　　《西安市养老服务设施布局规划(2018-2030年)》日前正式向社会发布(以下简称“规划”)。规划除提出新建小区应按照每百户配建20平方米养老服务设施外，还提出推进“嵌入式”养老、探索创新“时间银行”养老、重点打造“虚拟养老院”等举措。

　　据统计，西安现有养老机构140家，其中公办33家、民办107家，社会养老床位数5.4万张，每千名老人拥有的养老床位数为36.75张，养老服务设施发展相对滞后。

　　根据本次专项规划：2021年，西安将建成以居家为基础、社区为依托、机构为补充、医养相融合的养老服务体系。届时，西安全市养老服务设施将覆盖100%的城市社区和80%的农村社区，每千名老人拥有社会养老床位不低于45张。其中，护理型床位占养老总床位数不低于40%，社会办养老机构床位数比例达到80%。同时，各区县都要建设1所公办机构养老设施，确保政府托底功能。

　　西安将对养老设施用地进行刚性控制，按照人均用地不少于0.1平方米的标准，分区分级规划设置养老服务设施。凡新建城区和新建居住(小)区，要按照每百户20平方米配套建设养老服务设施，并与住宅同步规划、同步建设、同步验收、同步交付使用。老城区和已建居住(小)区无养老服务设施，或现有设施未达标的，按照每百户15平方米的标准，通过购买、置换、租赁等方式，配置完善养老服务设施。

　　2022年至2030年，西安将着重推进老年人家庭医生签约和老年人健康档案管理工作，在稳定签约率的基础上，做实做细老年人家庭医生签约工作。老年人协会和志愿者协会覆盖所有社区和村庄。全市养老服务设施覆盖100%的城市社区和100%的农村社区。
